Provided is a raw blank for vacuum carburizing. The raw blank has a chemical composition which contains, in terms of mass%, 0.13-0.28% of C, 0.01-1.20% of Si, 0.10-1.50% of Mn, not more than 0.030% of P, not more than 0.050% of S, 0.30-2.20% of Cr, 0.027-0.090% of Al, 0.0060 to less than 0.0140% of N, and as an optional element, not more than 0.60% of Mo, with the remainder being Fe and unavoidable impurities, and which satisfies formula (1). In a cross section, AlN precipitate having an equivalent circle diameter of not less than 100 nm is present in an amount of not more than 1.5 particles / 100 μm2.　(1): Al×N≤0.00090 (In the formula, elemental symbols represent the value of content of each element (mass%).)
