Abstract:
Provided is a reference region determination device for determining a reference region to be stored in a reference image buffer. The reference region determination device comprises: a motion vector acquisition unit that acquires a motion vector for each encoded block; a position change amount derivation unit that derives a position change amount of a reference region on the basis of the acquired motion vector; and a reference region determination unit that, on the basis of the position change amount, determines the position of a reference region which is used for encoding a block to be encoded next to the encoded block.
