Disclosed are a reinforcement learning apparatus and method for optimizing a location of an object on the basis of design data. The present invention may: configure a learning environment on the basis of design data by a user; and generate, via reinforcement learning using simulation during a design or manufacturing step, an optimal location of a target object being installed around a specific object.
