Abstract:
A resource management device (203), which is connected to a train radio system in which communication is performed, by using a general purpose radio or an independent network, between reception management devices provided to respective direction center receptions for managing train service and a plurality of on-train systems provided to respective train compositions, is characterized by comprising: an information acquisition unit (31) which acquires communication information indicating communication statuses of the plurality of on-train systems and communication statuses of the reception management devices; and a rule generation unit (32) that, on the basis of the communication information, generates rules for determining a connection destination, from among the plurality of on-train systems, to which each of the reception management devices is to establish connection, and a communication means, from among the general purpose radio and the independent network, to be used for the reception management device to establish the connection to the connection destination.
