A rotating angle sensor enabling a reduction in cost, a method of manufacturing the sensor, and a throttle control device using the rotating angle sensor. The rotating angle sensor comprises sensor ICs (50 (1)) and (50 (2)) detecting the rotating angle of a rotating body based on a magnetic field generated between a pair of magnets disposed on the rotating body on both sides of its rotating axis, main terminals (61), (62), (63), and (64) to which the connection terminals (55), (56), and (57) of the sensor ICs (50 (1)) and (50 (2)) are connected, and a holder member (90) holding the sensor ICs (50 (1)) and (50 (2)) and the connection portions of the main terminals (61), (62), (63), and (64) on the sensor ICs (50 (1)) and (50 (2)) sides. The sensor ICs (50 (1)) and (50 (2)), the main terminals (61), (62), (63), and (64), and the holder member (90) are assembled together to form a sensor assembly (100). A potting material (102) is potted in the holder member (90).
