Abstract:
A backup satellite group (22) including a plurality of satellites (30) stands by at an orbital altitude lower than the orbital altitude of a stationary operation satellite group (21) in a satellite constellation (20). When a satellite (30) configuring the stationary operation satellite group (21) is missing, a satellite (30), that is among satellites (30) constituting the backup satellite group (22), and that is present around a missing orbital position, which is an orbital position from which the satellite (30) is missing in the stationary operation satellite group (21), is orbitally introduced into the missing orbital position.
