A screening and moisture regaining integrated device, comprising the following components: a roller (2), screening holes (10) being provided in a wall of the roller, and the roller being capable of rotating in an axial direction; a thermal insulation cover (1) sleeved on the periphery of the roller (2) in a sealed manner; a spiral conveying and feeding device (3) introduced from a cylinder opening of the thermal insulation cover (1) and extending into a roller opening of the roller (2); an air pressure cleaning device (4); a steam pipeline (15) introduced into the roller (2) from a cylinder bottom of the thermal insulation cover (1); and a discharge port (5) and a waste port (6). By means of the screening and moisture regaining integrated device, under the condition that steam is fully absorbed by tobacco stems, the tobacco stems can be completely separated from broken tobacco stem powder, thereby improving the refining and homogenization level of tobacco stem processing. In addition, further disclosed is a method for screening and moisture regaining of tobacco stems by means of the screening and moisture regaining integrated device.
