The present invention is provided with a torsion bar of which one end is joined relatively non-rotatably to the inside of a guide drum that winds up a webbing and the other end is joined relatively non-rotatably to a locking member that obstructs rotation in the direction of pulling out of the webbing during a vehicular collision, and the torsion bar is capable of torsion deformation when the guide drum rotates relative to the locking member. The torsion bar has a spline configured from a plurality of trapezoidal-cross-section protrusions protruding at equivalent central angles from the outer periphery of the one end. The guide drum has: an approximately tubular shaft hole that houses the torsion bar with the side on the other end in the axial direction occluded; and a plurality of approximately trapezoidal-cross-section protrusions protruding at equivalent central angles from the inner peripheral surface of the side on the other end in the axial direction of the shaft hole. The plurality of protrusions are fitted between the protrusions of the spline.
