There is provided a secure module holder (SH) capable of preventing an unauthorized reading of information on a secure module (SM). The SH (30) holds one or more SM (20). The SH (30) controls non-contact communication with the RW(10) of the SM (20) and includes non-contact communication means (31), contact communication means (33) with the SM (20), access control means (34) performing authentication processing with the RW (10), and a control unit (32). The control unit (32) performs a process for invalidating the non-contact communication means (21) of the SM (20) inserted, a process for causing the access control means (34) to perform authentication process with the RW(10) according to a card application selection request of the RW (10), and a process of permitting the RW (10) to access the card application (23) of the SM (20) if the authentication is successful. The number of SM (20) held by the SH (30) and the card application (23) stored in them cannot be known by the RW which has not completed the authentication process.
