There exists a problem in which in a case where an inexperienced equipment designer selects operating conditions for equipment, it is difficult to select operating conditions that will lower the variable costs of the equipment. A selection system (1) comprises: an input unit (211); a first calculation unit (212); a second calculation unit (213); and a selection unit (214). The input unit (211) allows input of constraints regarding the operation of equipment, specifications of products manufactured by the equipment, and production volume. The first calculation unit (212) automatically simulates the operation of the equipment and calculates candidates for operating conditions that satisfy the constraints, the specifications of the products, and the production volume. The second calculation unit (213) calculates variable costs in a case where operations are carried out according to a candidate which is the calculation results from the first calculation unit (212). The selection unit (214) automatically compares the variable costs corresponding to a plurality of candidates and selects, from among the plurality of candidates, a first operating condition which is a candidate for an operating condition with a low variable cost.
