The present invention achieves supplying of a high-precision and stable power supply voltage, even with a power supply circuit composed by using a transistor with a metallic oxide or organic semiconductor base. A regulator circuit (8) adjusts a power supply voltage (VDD1) on the basis of a monitor signal (MON1) and outputs the adjusted voltage as a power supply voltage (VDD2). A regulator circuit (9) adjusts the power supply voltage (VDD2) on the basis of a monitor signal (MON2) and outputs the adjusted voltage as a power supply voltage (VDD3). A voltage monitor circuit (10) outputs the monitor signal (MON1) when the power supply voltage (VDD3) is a first voltage and outputs the monitor signal (MON2) when the power supply voltage (VDD3) is a second voltage that is higher than the first voltage. When the voltage monitor circuit (10) and the regulator circuits (8, 9) are considered as negative feedback circuits for the power supply voltages (VDD2, VDD3), feedback can be carried out under different delay conditions and oscillation can be inhibited. Further, since the monitor signals (MON1, MON2) are activated under different conditions, the power supply voltage (VDD3) can be stably controlled without installing a reference voltage source or the like.
