Provided is a server that suggests content to a user terminal, the server comprising: a storage means for storing evaluation information of content viewed by a user in the past, for each of a plurality of users; a processing means for executing processing that determines, on the basis of the evaluation information, a first content item to suggest to a first user from among the plurality of users; and a communication means for transmitting, to the user terminal of the first user, information relating to the first content item.
