Embodiments of the present application provide a service board and a communication device. The service board comprises a flexible board, at least one chip, and at least one optical cage layer. Each optical cage layer comprises a plurality of optical cages. Each optical cage is provided with an opening facing a panel side and is used for being connected to an optical module. The optical cage comprises a housing and a plurality of signal pins. One end of the flexible board is electrically connected to the tail ends of the plurality of signal pins, and the other end of the flexible board is electrically connected to one chip, that is, the electrical connection of the plurality of signal pins of the optical cage with the chip is achieved by means of the flexible board, thereby shortening the communication path between the optical module and the chip, and reducing the link loss. In addition, the flexible board has good bendability and high wiring density, can be bent arbitrarily and is small in occupied space, thereby improving the integration level of the service board and facilitating assembly; moreover, high-density connection and concise design of the service board are realized, so that the service board is suitable for high-density and high-speed transmission scenarios.
