Provided is a sheet for controlling heat rays which reduces the amount of heat rays to be introduced in a time zone where the quantity of solar radiation is large, while ensuring indoor daylighting, and which adequately introduces heat rays in the other time zones. The sheet for controlling heat rays is equipped with a plurality of heat-ray-transmitting parts and a plurality of heat-ray-absorbing parts, wherein the plurality of heat-ray-absorbing parts and plurality of heat-ray-transmitting parts have been alternately arranged in one direction parallel to the sheet plane so that the plurality of heat-ray-absorbing parts have a given pitch Pa and, in a cross-section that is parallel to the one direction and is perpendicular to the sheet plane, the plurality of heat-ray-absorbing parts have a cross-sectional shape that has a width Wa in the width direction and has a height Ta in the thickness direction and that satisfies relationships (1) and (2).
