Abstract:
Provided are a signal sending method and apparatus, and a communication system. The signal sending method comprises: a terminal device receiving a random access response, wherein the random access response is associated with a plurality of uplink grants; and the terminal device using one or more uplink grants of the plurality of uplink grants to send message 3, wherein at least one uplink grant of the one or more uplink grants is used for sending the initial transmission of message 3. By means of the present invention, a terminal device can rationally process a plurality of uplink grants provided by a network device, thereby improving the reliability of random access.
