(I) Silicone elastic body particles each including two phases formed of a first silicone (A) and a second silicone (B), and silicone elastomer particles that are obtained by a method for removing one of the two phases forming said particles, that have light diffusibility inside the respective particles, and that have voids. (II) A silicone elastic body comprising two phases formed of a first silicone (A) and a second silicone (B), wherein the two phase are each a continuous phase, the first silicone (A) is a silicone elastomer, and the second silicone (B) is a silicone oil (B-1).
