A skin detection instrument having a moisture detection function, and a system, method and device. The skin detection instrument comprises: a conductive transmitting terminal (10) and a conductive receiving terminal (11); an image acquisition assembly (14) configured to acquire a skin picture and/or a skin image; a water-oil acquisition circuit (12) connected to the receiving terminal (11) and comprising a sampling resistor (R5); and a control circuit (13) connected to the image acquisition assembly (14) and the water-oil acquisition circuit (12), respectively. After the transmitting terminal (10) and the receiving terminal (11) are both in contact with the skin, according to the definition of the skin picture acquired by the image acquisition assembly (14) and/or according to the definition of the skin image acquired by the image acquisition assembly (14), a water-oil voltage is controlled to be acquired from the water-oil acquisition circuit (12). By means of only acquiring the water-oil voltage after the skin picture and/or the skin image are detected to be clear, the force used for each time of the skin detection is the same can be ensured, thereby avoiding the influence on the accuracy of the moisture detection result due to improper use.
