A sound insulating member applied to piping in a plumbing system and an air conditioning system in a building, comprising a sound isolating layer with a surface density of 5.0 to 25.0 kg/m?2¿ and a sound absorbing layer with a thickness of 5.0 to 10.0 mm, thereby providing an ease-of-handling and an excellent sound insulating performance.
