Provided in the present invention are a stirring device and a urea machine having same. The stirring device comprises: a stirring tank having a solution outlet portion and a solution recovery port; and a concentration detection pipeline, wherein one end of the concentration detection pipeline is connected to the solution outlet portion, and the other end of the concentration detection pipeline is connected to the solution recovery port so as to determine the concentration of a solution located in the stirring tank by means of detecting the concentration of a solution located in the concentration detection pipeline, and return the solution located in the concentration detection pipeline to the stirring tank by means of the solution recovery port. The present stirring device solves the problem in existing technology in which the concentration of a urea solution is difficult to control.
