Provided are a stretching apparatus and a stretching method that enable stretching for increasing muscle flexibility and widening the range of motion of joints. The present invention is provided with a swing part (60) that swings in accordance with the motion of a moving part which is a part from among parts of the operator's body that the operator wants to stretch, and a spring mechanism (70) provided with a mechanical spring (80) that is caused to stretch or be compressed by the swinging of the swing part (60), and is caused to generate spring force arising due to such stretching and compression. The present invention is characterized in that the mechanical spring (80) has a characteristic relationship with a muscle spring (muscle spring is a term used when comparing the user's muscles to a spring) and the characteristic relationship is a relationship in which in a case where spring force generated by the swinging of the swing part (60) is stored in the mechanical spring (80), the muscle spring relaxes and the spring force of the muscle spring is released, while in a case where the spring force of the mechanical spring (80) is released, the muscle spring is stretched and spring force is stored in the muscle spring.
