A submerged plasma-use electrode (1) for generating plasma in liquid L, comprising a conductive member (11) having a discharge end surface (111) in contact with liquid L, and an insulation member (16) for covering the outer periphery excluding at least the discharge end surface (111) of the conductive member (11). Preferably, when the shorter diameter of the section, if it is almost circular, of a conductive end portion (110) of the conductive member (11) or the sorter-side length of the section if it is almost rectangular is d, and the distance from the end surface (161), assumed to be a reference surface (161) and almost in parallel to the discharge end surface (111), of the insulation member (16) to a surface including the discharge end surface (111) is x, -2d ≤x≤ 2d is satisfied. Accordingly, provided are a submerged plasma-use electrode capable of easily generating plasma in a wide range of liquids including conductive liquid such as water and alcohol, a submerged plasma generating device having this electrode, and a submerged plasma generating method using this electrode.
