Disclosed are a superconducting rotating rack and a proton therapy device. The superconducting rotating rack comprises a rack body and a beam transmission system. The beam transmission system is arranged on the rack body. The beam transmission system comprises a first bending module, an energy reduction module, a superconducting achromatic bending module, and a scanning therapy head. The energy reduction module comprises a vacuum box and an energy reduction system. The energy reduction system is encapsulated within the vacuum box. Vacuum windows are formed on the two opposite sides of the vacuum box. The vacuum windows are covered in a sealed manner with window films for allowing proton beams to penetrate through. After the energy reduction system is encapsulated within the vacuum box, the vacuum box is suitable for being independently vacuumized. According to the superconducting rotating rack provided by the embodiment of the present invention, the energy reduction module can be independently vacuumized, avoiding the problems of insufficient vacuum degree and low vacuumizing efficiency caused by slow graphite deflation in the energy reduction module; meanwhile, the superconducting cyclotron and the beam transmission system are physically separated to be vacuumized respectively, improving the system stability, thereby improving the performance of the proton therapy device.
