Provided are a surface mounting apparatus and a surface mounting method. The surface mounting apparatus comprises a first workpiece delivery device (1), a second workpiece delivery device (2) and a mounting apparatus (3), wherein a mounting workpiece (4) is positioned by means of a first positioning device (33) so as to allow a first mounting head (31) to pick up the mounting workpiece (4) and place same on a transfer device (37); the mounting workpiece (4) on the transfer device (37) is positioned by means of a third positioning device (35) so as to allow the second mounting head (32) to pick up the mounting workpiece (4) from the transfer device (37); and the mounting workpiece (4) which is picked up by the second mounting head (32) is positioned by means of the fourth positioning device (36), and a mounted workpiece (5) is positioned by means of the second positioning device (34), so as to allow the mounting workpiece (4) which is picked up by the second mounting head (32) to be accurately attached to the positioned mounted workpiece (5).
