Provided are a system and the like that can improve an operator's ease of manipulating a manipulation mechanism. Manipulation reaction forces f1(θ), f2(φ) that act on manipulation levers 2111, 2112 are controlled by controlling the operation of an actuator 214. At such time, the manipulation reaction forces f1(θ), f2(φ) are controlled so that reaction forces F1(θ), F2(φ) that are in respective opposite manipulation directions and are perceived by an operator through the manipulation levers 2111, 2112 (manipulation mechanism) are made, within a manipulation amount range in the positive direction of manipulation and within an manipulation amount range in the negative direction of manipulation, symmetrical with respect to a manipulation amount of 0.
