Abstract:
An L1 setup procedure is provided that can be used in place of RRC setup. The new L1 setup can achieve the same functionality as the current RRC setup, but setup data is exchanged between a BS and UE only in L1. This setup data can include for example, parameters for radio bearer configuration and parameters for master cell group configuration, cell selection configuration, cell reselection configuration, or measurement configuration. A two stage DCI, together with a scheduled physical downlink shared channel (PDSCH) resource may be used for L1 setup, in which the second stage of the two stage DCI indicates that the scheduled PDSCH resource contains L1 data for L1 setup.
