A terminal that has a reception unit that receives, from a base station, information that gives notification of one or more values that indicate request specifications related to spectral emissions for a given frequency band and information that requests a report on terminal capability, a control unit that, when information that indicates whether an operation related to Maximum Power Reduction (MPR) that has been modified for the given frequency band is supported is not to be included in the report, supports all of the values that indicate the request specifications related to spectral emissions, and a transmission unit that transmits the report to the base station.
