Abstract:
This terminal is capable of transmitting messages conforming to the random access channel procedure, and is capable of transitioning a secondary cell group to an active state. The terminal omits the random access channel procedure when transitioning to the active state if the secondary cell group is in an inactive state, out-of-synchronization is not detected in radio link monitoring, and a timing adjustment timer has not expired.
