[Problem] To provide a device, a method, and a program with which it is possible to easily generate a high-quality three-dimensional avatar that reflects the features of an actual person or the like, while protecting the privacy of the person or the like. [Solution] Embodiment 1 relates to a three-dimensional avatar generation device that comprises: a face image input unit 1 for inputting a face image of an object; a head element database 2 for storage concerning head element avatars; a partial surface image database 5 that stores partial surface images that are surface images related to partial regions of the surface of three-dimensional shapes of heads; a partial surface image selection unit 6 that selects a partial surface image matching the three-dimensional shape of the head of the object; a synthesized surface image generation unit 7 that generates, on the basis of the selected partial surface image, a synthesized surface image that is a surface image on the surface of the three-dimensional shape of the head of the object; and a head avatar generation unit 9 that generates a head avatar on the basis of the three-dimensional shape information of the head and the synthesized surface image.
