A throttle body (104) is provided with a cylindrical part (108), a hole (109) and branch pipe (110) provided on a side of the cylindrical part (108), and a first throttle valve (112) and second throttle valve (114) provided inside the cylindrical part (108). When the first throttle valve (112) is completely closed, a first valve plate (120) tilts so that a first plate part (120a) becomes further upstream than a second plate part (120b) and also contacts the cylindrical part (108) at a point further upstream than the hole (109). When the second throttle valve (114) is completely closed, a second valve plate (124) tilts so that a third plate part (124a) becomes further downstream than a fourth plate part (124b) and also contacts the cylindrical part (108) at a point further downstream than the hole (109). The second throttle valve (114) starts opening after the first throttle valve (112). When the first throttle valve (112) opens, the first valve plate (120) rotates such that the first plate part (120a) moves upstream. When the second throttle valve (114) opens, the second valve plate (124) rotates such that the third plate part (124a) moves downstream.
