There is provided a useful ticket management system capable of performing account adjustment by using both of a ticket to which un-updatable value information is assigned and an electronic value according to the payment format. The ticket management system is formed by an IC tag attached to a cash voucher, a cash voucher management server, and a mobile terminal. The IC tag has a cash voucher ID for identifying the cash voucher and outputs the cash voucher ID. The cash voucher management server has storage means, receives the cash voucher ID from the mobile terminal, and writes the valid cash voucher ID in its storage means. The mobile terminal has storage means, acquires the cash voucher ID held in the IC tag, transmits the cash voucher ID to the cash voucher management server, and writes the price information on the cash voucher identified by the valid cash voucher ID in its storage means.
