The present invention relates to the technical field of steel structure mounting. Particularly disclosed are a tool suitable for positioning, mounting and unloading a large steel structure, and a construction method. The tool comprises: a limiting adapter assembly for supporting and fixing a steel structure; a spherical sliding device connecting to the limiting adapter assembly; a position-locking device provided with an arc-shaped recess; diagonal bracings, each of which has two ends respectively hinged to the position-locking device and the spherical sliding device; a jacking mechanism mounted at the bottom of the position-locking device; and a shim adjusting unit, which is located outside of the jacking mechanism and abuts against the bottom of the position-locking device. Further disclosed is a construction method of a tool suitable for positioning, mounting and unloading a large steel structure. By means of the present invention, a steel structure and components thereof can be effectively and precisely put in place and unloaded, and the present invention has a simple structure and a high practicality.
