A top cover assembly and a battery. The top cover assembly comprises a top cover sheet, an electrode column and a connecting block, wherein a mounting hole is formed in the top cover sheet, the electrode column comprises a body and a boss arranged on the body, the body is connected to a lower end of the top cover sheet in an insulated manner, the boss passes through the mounting hole and is connected to the top cover sheet in an insulated manner, and a first notch is formed in a peripheral edge of an upper end of the boss; and the connecting block is connected to an upper end of the top cover sheet in an insulated manner, a connecting hole is formed in the connecting block, the upper end of the boss is inserted into the connecting hole, a second notch is formed in a circumferential direction in an upper end of a hole wall of the connecting hole, and the first notch and the second notch form a welding groove. The battery comprises the top cover assembly.
