The present invention provides a tracking system, a terminal device, a camera device, a tracking and image capturing method and a program which make it possible to speed up processing for tracking a tracking target and capturing an image thereof while ensuring good tracking accuracy. In a preferable aspect of the present invention, a camera-side controller and/or a terminal-side controller performs a tracking image generation process (P1) for generating tracking image data from captured image data. Further, the camera-side controller and/or the terminal-side controller performs a tracking computation process (P2) for acquiring target information on the basis of the tracking image data. The tracking image data includes a high-resolution region having a high resolution and a low-resolution region having a low resolution. In the tracking image generation process (P1), tracking basic information including information relating to the size and/or speed of a tracking target is acquired, and the high-resolution region and the low-resolution region are defined on the basis of the tracking basic information. The tracking image generation process (P1) and the tracking computation process (P2) are performed in parallel.
