Abstract:
The purpose of the present invention is to improve the precision with which a traffic congestion starting point and a traffic congestion ending point are specified in a section in which a sensor is not installed. This traffic congestion estimating device is provided with: a traffic congestion starting point and ending point specifying unit which specifies, on the basis of positional information detected for each vehicle, a traffic congestion ending point and a traffic congestion starting point which are used for determining a traffic congestion area; an inflow and outflow estimating unit which estimates, on the basis of a traffic amount measured by a sensor upstream of the traffic congestion ending point, a traffic amount measured by a sensor downstream of the traffic congestion starting point, and the positional information, an inflow amount into the traffic congestion ending point at each point in time and an outflow out of the traffic congestion starting point at each point in time; and a traffic congestion area updating unit for updating the traffic congestion ending point on the basis of the inflow amount, and updating the traffic congestion starting point on the basis of the outflow amount.
