For the purpose of finely securing an advance time of MPT so as to cause decoding to be performed at a decoding time specified by MPT, a transmission apparatus 2 has: a CPB buffer 112 which outputs an encoded MPU when X(s) has elapsed since the encoding of the MPU; an analysis unit 113 which analyzes the encoded MPU to generate a decoding time; a PA generation unit 114 which generates a PA message 4 containing an MPT 5 that specifies the decoding time; a delaying unit 115 which temporarily stores the encoded MPU and outputs same with a delay; and a multiplexing unit 116 which outputs both the delayed encoded MPU and an MMT packet obtained by multiplexing the PA message when Y(s) has elapsed since the outputting of the encoded MPU, wherein Y(s) is the total time obtained by totaling the maximum value of GOP duration G(s), the maximum value of X(s), and a specified value of MPT advance time.
