Provided are a transmission control method, a base station and a storage medium. The method comprises: performing SVD on an equivalent channel matrix of a target terminal to obtain a subspace data flow channel gain matrix corresponding to the equivalent channel matrix, wherein the target terminal is a certain terminal which a base station serves at present; and determining a target inter-flow power allocation scheme of the target terminal according to the subspace data flow channel gain matrix and a preset inter-flow power allocation rule, wherein the target inter-flow power allocation scheme comprises the number of target data flows, and the power corresponding to each target data flow, and the number of target data flows is the number of data flows mapped by a code word. In certain implementation processes, a determined inter-flow power allocation scheme matches an actual channel situation between a base station and a terminal, thereby improving the communication quality.
