The purpose of the present invention is to provide a transparent conductive film which is rarely scratched even when used in a touch panel in which transparent conductive layer forming surfaces are so arranged as to face each other. The transparent conductive film (100) comprises a transparent film base (1), a dielectric material layer (2) formed on a first main surface of the transparent film base and composed of at least one layer, and a transparent conductive layer (3) formed on the dielectric material layer, and has transparent electrical conductivity. It is preferred that the transparent conductive layer (3) is patterned and the surface on the first main surface side of the transparent conductive film has an arithmetical means roughness (Ra) of 22 nm or more and has 140 /mm2 or more of protrusions having heights of 250 nm or higher in a pattern-opening part on which the transparent conductive layer is not formed.
