A tripod head control apparatus (100) and a tripod head system (1000). The tripod head control system (100) is used for controlling a tripod head (200). The tripod head control apparatus (100) comprises a first controller (10) and a second controller (20), the first controller (10) comprising a first component (12) and a second component (14), and the second controller (20) comprising a third component (22) and a fourth component (24). The first component (12) and the third component (22) are respectively used for setting parameters of the tripod head (200). The second component (14) and the fourth component (24) are respectively used for controlling the movement of the tripod head (200). The first controller (10) is connected to the second controller (20); when the first controller (10) is enabled, the function of the fourth component (24) of the second controller (20) is switched off, and the function of the third component (22) switches to some or all of the functions of the first component (12). The present tripod head control apparatus (100) and tripod head system (1000), by means of the connection of the first controller (10) and the second controller (20), automatically switches the components of the two controllers when there is a function conflict, expanding the application of the first controller (10) and the second controller (20), and enhancing the user experience.
