An urban homeless population assistance system, and a monitoring method. The system comprises a data collection apparatus, a cloud management center, and a search and rescue unmanned aerial vehicle, wherein the data collection apparatus is arranged on a road facility; the data collection apparatus comprises a photographic apparatus, a data processing apparatus and a wireless communication apparatus; the cloud management center comprises a wireless communication module, a data processing module and a storage module; and the search and rescue unmanned aerial vehicle comprises an unmanned aerial vehicle body (1), a wireless communication unit, a high-definition camera (2), a data processing unit and a storage module. The present invention can systematically manage the homeless population in a city, and determines, by means of activity routines, activity states, etc., whether the homeless population needs assistance; furthermore, since homeless people like to rest in some places that cannot be photographed by monitors, such as under overpasses, these regions can be photographed by means of a search and rescue unmanned aerial vehicle, and whether homeless people need assistance is determined by means of photographed images, such that the efficiency of assistance is improved.
