A user device that periodically sends signals on the basis of sensing results from a sensing time window and comprises a selection unit and a transmission unit that sends signals using selected resources, said selection unit: detecting a resource candidate for sending a signal at the next cycle, detecting same by performing sensing on some resources within the sensing window when a counter value deducted each time a signal is transmitted is no more than a prescribed threshold value; and, when a resource candidate for sending a signal at the next cycle is detected, selects the detected resource candidate as the resource for sending the signal at the next cycle.
