The objective of the present invention is to provide a valve timing adjusting device with which controllability is improved by suppressing hysteresis, and with which durability can be improved. This valve timing adjusting device for adjusting the opening and closing timing of an intake valve or an exhaust valve of an internal combustion engine is provided with: a first rotating body (7, 8, 9) which is in the shape of a bottomed cylinder internally including a plurality of operating hydraulic chambers (11, 12), through the bottom of which the distal end of a camshaft (100) penetrates, and an opening of which is closed by a disk-shaped plate (8); a second rotating body (3) which includes a vane (3a) dividing the operating hydraulic chambers (11, 12) into an advance angle side and a retard angle side and which is provided inside the first rotating body (7, 8, 9), and which is fixed to the distal end of the camshaft (100), rotates relative to the first rotating body (7, 8, 9), has a substantially columnar shape, and on the outer circumference of which the vane (3a), having a convex shape, is formed; a spiral spring (5) which is disposed on the outside of the plate (8) of the first rotating body (8), has one end fixed to the second rotating body (3) and the other end fixed to the first rotating body (8), and which urges the second rotating body (3) in one direction relative to the first rotating body (8); at least one columnar protrusion (13) which projects from the first rotating body (8) on at least either the outer circumferential side or the inner circumferential side of the spiral spring (5); and tubular circular tubes (6) which are inserted rotatably onto the at least one protrusion (13) and which come into contact with the spiral spring (5).
