A varnish comprising an insulating resin, a hardener, a flame retardant and an organic solvent. The flame retardant consists of flame retardant particles having undergone a surface treatment with at least one finishing agent selected from the group consisting of carboxylated dispersants, organosilicon compounds and phosphorus compounds soluble in organic solvents. A shaped item can be obtained by coating a support with the varnish and drying the same. A laminate can be obtained by providing a substrate having a conductor circuit layer with an electrical insulating layer, the electrical insulating layer resulting from hardening of the shaped item from the varnish.
