The present application relates to the field of electric vehicles, and specifically relates to a vehicle heat management system, a driving device, and an electric vehicle. The heat management system comprises: a motor used for driving a compressor of an air conditioner to work, N resistor branches, and a driver for driving the motor and resistors on the N resistor branches to work. The driver comprises a control circuit and an inverter circuit. The control circuit is used for controlling the inverter circuit to output an alternating current to the motor, so as to drive the motor to rotate. The control circuit is further used for controlling the inverter circuit to output a current to the N resistor branches, such that the resistors on the N resistor branches generate heat. Hence, a motor and a heating resistor are driven by means of a single driver; in addition, the space occupied by a heat management system can be reduced while reducing the costs of the heat management system.
