When a digital video signal compressed by a certain method is converted into a video signal compressed by another compression method, the amount of codes of the converted video signal may be over the capacity of the transmission line. Therefore, the input digital video signal is subjected to discrete cosine transformation; first and second variable-length encoding is applied to the AC component of the digital video signal subjected to the discrete cosine transformation; the amount of information which is the larger one of the amounts of first and second additional information sets is determined to be a maximum amount of additional information; the amount of information which is the larger one of the amount of codes produced by subjecting the DC component of the inputted digital video signal to differential prediction encoding and the amount of fixed codes produced when the DC component is made to have a fixed length is determined to be a maximum amount of current codes; an amount of differential codes is found by subtracting the maximum amount of additional information and the maximum amount of current codes from a predetermined amount of codes; a quantizer is so selected that both the amounts of codes produced by applying the first and second variable-length encoding to the AC component are smaller than the amount of differential codes, the AC component is quantized by the selected quantizer, and the DC component and the first additional information are added, thus producing a first bit stream.
