This object is aimed to provide a viewing point management system and the like for promoting the viewing of advertisement and improving an advertisement effect, thereby stably operating an advertisement service. A management server (4) includes a user control unit (82) that associates user specific data, a viewed advertisement field and a reward point for every advertisement field with one another, and stores the associated data at a user table (102) for control; an advertisement distribution control unit (84) that extracts advertisement data corresponding to the viewed advertisement field from an advertisement table (104) based on the field of advertisement viewed by each user which is stored at the user table (102) and controls to transmit the advertisement data to a user terminal device (6) in a designated advertisement distribution time slot for display; a reward point renewal control unit (86) that renews the reward point of the advertisement field corresponding to the audience advertisement field stored at the user table (102) by adding to the reward point in accordance with viewing time of the advertisement data on the user terminal device (6); and a reward point distribution control unit (88) that controls to transmit the renewed award point to the user terminal device (6) for display.
