A virtual power plant system utilizing a heat conversion device according to the present invention comprises: a plurality of distributed energy resources associated with a virtual power plant; a virtual power plant output control device associated with the virtual power plant and including a heat conversion device which receives electric power produced by the plurality of distributed energy resources and converts same into thermal energy; and a virtual power plant management device for predicting an estimated power generation amount of the plurality of distributed energy resources to execute a bid, analyzing an error and an output fluctuation of the virtual power plant, which may be caused by an output fluctuation of the plurality of distributed energy resources, and on the basis of the analysis result, controlling an electric power consumption amount of the virtual power plant output control device to stabilize the output fluctuation of the virtual power plant. The present invention thus provides effects of minimizing the output fluctuation of the virtual power plant, which may be caused by the output fluctuation of the distributed energy resources, and stably maintaining the output of the virtual power plant.
