A wavelength conversion device (100) and a light-emitting device. The wavelength conversion device (100) comprises: a substrate (101); a wavelength conversion component (102), the wavelength conversion component (102) being arranged on the substrate (101); a reflective fence (103), the reflective fence (103) being arranged on the substrate (101) and around the wavelength conversion component (102); and a light-shielding cover plate (104), the light-shielding cover plate (104) being arranged on the reflective fence (103), and the light-shielding cover plate (104) having a hollow structure, which corresponds to the wavelength conversion component (102). In the wavelength conversion device (100), the hollow structure of the light-shielding cover plate (104) is configured to correspond to the wavelength conversion component (102), such that laser light incident through the wavelength conversion device (100) is irradiated onto the wavelength conversion component (102), so as to prevent the material of the reflective fence (103) from being damaged by direct irradiation from high-power laser light, thus realizing the possibility of the wavelength conversion device (100) being capable of withstanding continuous irradiation from a light source with higher power.
