This method is for manufacturing a wheel which is provided with a hub having a shaft core, a circular rim centered on the shaft core, and multiple spokes crossing between the hub and the rim, and has, as positions at which the spokes are attached, travel positions, which are positions where spokes are arranged in directions parallel to radial directions with respect to the shaft core and are attached to the front side in the rolling direction of the rim with respect to the shaft core, and brake positions where spokes are attached to the rear side in the rolling direction of the rim; spokes in the travel positions are arranged only on the sprocket side, which is on the left or right side of the hub, and spokes in the braking positions are arranged only on the side opposite of the sprocket. The manufacturing method involves: a temporary fixing step in which the spokes are attached at one end to the flanges on the sprocket side and the side opposite of the sprocket and are attached at the other end to the rim with a nipple; and a rotation step for rotating the left and right flanges in opposite directions relative to one another and fixing the position of the flanges such that the spokes arranged on the sprocket side and the side opposite of the sprocket are in a tensioned state.
