The purpose of the present invention is to avoid radio wave interference caused by conflicts between base-station usage frequencies in an unlicensed band, in cases when frequencies in the unlicensed band are used to perform wireless communication. This wireless communication system includes a wireless communication device and a base station which are capable of performing wireless communication using frequencies in a prescribed licensed band and an unlicensed band. The base station is provided with: a control unit which manages the usage state of frequencies in the unlicensed band; and a notification unit which uses a frequency in the prescribed licensed band to notify the wireless communication device of the usage state of the frequencies in the unlicensed band. The wireless communication device is provided with: a reception unit which receives, from the base station, on the frequency in the prescribed licensed band, the usage state of the frequencies in the unlicensed band; a control unit which selects, as a usage candidate frequency, an unused frequency in the unlicensed band; and a connection processing unit which uses the usage candidate frequency of the unlicensed band to transmit a transmission request to the base station.
