The present disclosure relates to a wireless communication system, a wireless communication method, and a wireless communication control device. A wireless communication system according to the present disclosure comprises a base station having multilink function and terminals having multilink function, and is configured such that the base station and the terminals perform communication via a plurality of links. The base station is configured to perform: a first determination process for determining whether there is a terminal not satisfying a required condition for the communication quality; a first measurement process for measuring, for each of the links, information related to communication when there is a terminal not satisfying the required condition; a first calculation process for calculating, on the basis of the information, allocation of the links such that each of the terminals satisfies the required condition; and a first notification process for notifying each of the terminals of the allocation. The terminals are configured to perform a wireless communication process in which wireless communication is performed on the basis of the allocation.
